The Ghana Education Service (GES) has outlined the examination framework for officers preparing for promotion from Deputy Director to Director II and from Director II to Director I.
The framework indicates that the promotion examination will go beyond testing candidates on factual knowledge and routine recall. Instead, the assessment is designed to examine candidates’ understanding of the Ghanaian education system and their ability to demonstrate strategic leadership, educational administration, policy implementation, financial and resource management, data-informed decision-making, quality assurance and practical problem-solving skills.
GES Promotion Examination Format
According to the framework, the aptitude test will consist of 100 questions, which candidates will be required to complete within two hours.
The examination will comprise:
- 40 Multiple-Choice Questions (MCQs)
- 60 Short-Answer and Fill-in-the-Blank Questions
Candidates should therefore prepare for an examination format that combines objective questions with questions requiring them to provide brief, direct responses.
The 10 Key Content Areas
The examination will be structured around 10 major content areas. Candidates preparing for promotion to Director II and Director I are encouraged to pay particular attention to all ten areas.
1. Strategic Educational Leadership and Management
This area focuses on leadership and management within the education sector, including strategic thinking, institutional leadership, decision-making and the effective management of educational organisations.
2. Education Legislation, Policy and Governance
Candidates are expected to have an understanding of the legislation, policies and governance structures that guide education in Ghana.
3. Educational Planning and Statistics
This area covers educational planning, statistics and the use of education data to support effective planning and decision-making.
4. Educational Finance and Resource Management
Candidates should prepare for issues relating to financial management, resource allocation, accountability and the effective use of resources within the education sector.
5. Curriculum, Pedagogy and Assessment
This content area focuses on curriculum implementation, teaching and learning, pedagogy and assessment practices.
6. Human Resource Management in Education
Candidates should also be familiar with human resource management principles as they apply to the Ghana Education Service, including staff management and professional development.

This area covers legal and ethical considerations in educational administration and professional practice.
8. Monitoring, Supervision and Quality Assurance
Candidates will need an understanding of monitoring and supervision processes as well as approaches to maintaining and improving the quality of education.

The examination will also consider current and emerging issues affecting education in Ghana and the wider education sector.
10. Research and Professional Practice
Candidates should have knowledge of research principles and their application to professional practice, decision-making and the improvement of educational outcomes.
What Candidates Should Expect
The framework suggests that candidates should not limit their preparation to memorising definitions, policies or facts.
The examination is intended to assess the ability of prospective education leaders to understand, apply and analyse information in practical educational situations.
Candidates preparing for the promotion examination should therefore consider combining their study of policies, legislation and educational concepts with practical examples of leadership, administration, planning, supervision, resource management and problem-solving.
With 100 questions to be completed in two hours, effective time management will also be important during the examination.
