Stop E-Levy Beginning 2nd April – GRA Orders

The Electronic Transfer Levy (E-Levy) has been abolished, and the Ghana Revenue Authority (GRA) has ordered all businesses and financial institutions to stop charging the 1% levy with immediate effect from midnight, April 2, 2025. Businesses must also refund any deductions made after this date and settle outstanding payments collected before the levy’s removal.

In its official statement, the GRA outlined the following directives:

✅ No More E-Levy Charges: The Electronic Transfer Levy Management and Assurance System (ELMAS) will automatically return a “no charge” response for all transactions from midnight, ensuring that no deductions are made.

✅ Stop Charging E-Levy: All banks, mobile money operators, and other charging entities must immediately cease applying the 1% levy across all platforms.

✅ Refund Customers Immediately: Any E-Levy deductions made on or after April 2, 2025, must be refunded. Charging Entities are required to:

Set up a fast-track refund process to return customers’ money.

Keep proper records of all refunds processed.

Submit reports on refunds to the GRA for monitoring.

✅ Pay All Outstanding E-Levy Deductions: Businesses must file and pay all E-Levy amounts collected before April 2, 2025 to the GRA.

The GRA has stressed the need for full compliance to ensure a smooth transition following the abolition of the levy.
