All African Games Under Fire as Audit Reveals Dubious Condom Procurement and Duplicate Invoices.

A new audit report by the Auditor-General has uncovered what it describes as irregular spending and financial waste during the organisation of the 13th African Games hosted by Ghana, raising fresh concerns over accountability in the management of public funds.

One of the major findings highlighted in the report was the procurement of 5,000 packs of condoms for the Games, despite an earlier agreement by Ebony Condoms to supply the same items free of charge. According to the audit, the decision to spend public funds on the procurement amounted to unnecessary expenditure and avoidable financial waste.

The revelation forms part of a broader forensic audit conducted into the organisation, logistics, infrastructure, and operational spending for the continental sporting event. The Games, which were expected to showcase Ghana’s readiness to host major international competitions, have instead become the subject of growing public scrutiny over expenditure.

The Auditor-General’s report also raised concerns about duplicated invoices and overlapping charges related to cleaning services during the Games. Auditors reportedly detected inconsistencies in billing processes, suggesting that some payments may have been repeated or improperly documented.

Another major concern highlighted in the report was the escalating cost of hosting the event. Public debate intensified after reports indicated that approximately US$245 million was spent on infrastructure, operational activities, and logistics connected to the Games. Many Ghanaians have since questioned whether value for money was achieved.

The findings are expected to increase pressure on authorities and institutions involved in the organisation of the Games to provide detailed explanations regarding procurement decisions and expenditure patterns. Financial accountability advocates are also calling for stronger monitoring systems to prevent waste and protect public resources.

The 13th African Games was one of the biggest sporting events hosted by Ghana in recent years, attracting athletes and officials from across the continent. However, the latest audit findings may now shift national attention from the sporting achievements to questions about transparency, procurement compliance, and financial management.

“The report has reignited public discussions about accountability, transparency, and the responsible use of taxpayers’ money in major national projects.”
