These approved rates are to guide schools and suppliers in the procurement process and ensure that all students receive the necessary clothing items under the Free SHS programme.

GES Directs Schools to Follow Procurement Regulations

GES has instructed Regional Directors of Education to communicate the updated information to all Heads of Second Cycle Schools within their respective regions. School authorities are expected to engage suppliers in accordance with the provisions of the Public Procurement Act, 2023, as amended, and the Public Financial Management Act, 2016.

The directive further requires Heads of Schools to ensure that the quantities procured for uniforms, house dresses, and school cloth are based on validated enrolment figures for first-year students.

This measure is aimed at preventing over-procurement and ensuring that government resources are utilized efficiently. Schools are therefore expected to verify their enrolment data before initiating procurement processes.

To facilitate smooth implementation of the directive, GES attached a revised sample contract agreement form to serve as a guide for schools and suppliers during procurement engagements.
