The Government of Ghana, through the Ministry of Finance, has officially approved the payment of Book and Research Allowances to eligible senior members of public tertiary institutions and the Colleges of Education Teachers’ Association for the 2024/2025 academic year.
According to a directive signed by the Minister for Finance, Dr. Cassiel Ato Forson, each qualified academic staff member will receive an allowance of $1,600 for research activities and $1,500 for book purchases. These funds are meant to support scholarly work and continuous professional development among lecturers and researchers.
The Ministry has pegged the exchange rate for the computation of these allowances at GH₵15.47 to the dollar, based on the average rate from September 2, 2024, to March 28, 2025, as provided by the Bank of Ghana.
The Ministry emphasized that, to ensure accountability and transparency in the process, all claims must go through a rigorous validation process by the Internal Audit Units of the respective institutions before any disbursement is made.

The Minister stressed that, this timely intervention reaffirms the government’s commitment to strengthening Ghana’s higher education sector and enhancing the working conditions of its educators. The Ministry has urged all institutions to cooperate fully to ensure a smooth and efficient implementation.
“These allowances are vital in promoting academic excellence and encouraging innovation in research and teaching. We trust that this support will go a long way to boost morale among our educators,” the Ministry stated.
