Finance Minister Urges Newly Sworn-In National Asset Management Committee to Ensure Proper Security of State Assets

Hon. Dr. Cassiel Ato Forson, the Minister for Finance, has had the honour of swearing in the National Asset Management Working Committee.

The swearing-in ceremony was held on Monday, July 28, 2025, in Accra.

According to the Finance Minister, the formation of the National Asset Management Committee is a critical step toward transforming how state assets have been managed over the years.

Dr. Ato Forson revealed at the event that Ghana currently does not have a comprehensive State Assets Register. He stressed that this situation regarding public assets must change.

“For far too long, government assets – buildings, lands, equipment – have been neglected, misused, or quietly appropriated, with some individuals now occupying state properties as if they own them, simply because no one is holding them accountable,” the Finance Minister stated.

The Committee was charged with a clear and urgent mandate:

  1. To identify all state assets; and
  2. To account for them properly.

He also expressed deep concern about the wanton sale of state lands – particularly those under the Lands Commission – and tasked the Committee with putting an immediate stop to this practice.

Reports suggest that the Committee will be chaired by his deputy, Hon. Thomas Ampem Nyarko, who has pledged to end the culture of acquiring new public assets without first taking stock of existing ones.

Members of the Committee include:

  2. Ms. Abigail Naa Odoi – Deputy Director, Office of the President
  3. Mr. Edwin Nkrumah – Assistant Chief Estate Manager, Ministry of Works, Housing and Water Resources
  4. Dr. Sylvia Adusu – Chief State Attorney, Attorney-General’s Department
  5. Mrs. Mavis Asare Donkor – Director, General Administration, Ministry of Education
  6. Mr. Frank Raji – Director, General Administration, Ministry of Health
  7. Mr. Theophilus Okine – Director, Procurement & Supply Chain, Ministry of Defence
  8. Dr. Gideon Asamoah Tetteh – Director of Finance & Administration, Ministry of Interior
  9. Mr. Erya Nutsugah – Director, PPBME, Ministry of Lands and Natural Resources
  10. Mr. Dela Kemevor – Director, General Administration, Ministry of Local Government
  11. Mr. Walter A. Adabere – Acting Director, Administration & Deputy Director, Research, Office of the Administrator-General
  12. Dr. Gad Asowoe Akwensivie (Esq.) – Acting Administrator of Stool Lands
  13. Mr. Anthony Mallen Ntiador – Acting Deputy Executive Secretary, Lands Commission
  14. Mr. James Bondzie – Principal Estate Manager, Public Works Department
  15. Mrs. Millicent Atuguba – Acting General Manager, Operations, SIGA
