Government Begins Review of Single Spine Pay Structure to Ensure Fairness and Sustainability

The Information Services Department has officially announced that the Government of Ghana has commenced a comprehensive review of the Single Spine Pay Structure (SSPS). This move seeks to address existing wage disparities, promote fairness, and ensure the long-term sustainability of the public sector salary regime.

According to Dr. Abdul-Rashid Hassan Pelpuo, the Minister for Employment and Labour Relations, the review demonstrates the government’s commitment to establishing a more transparent and equitable pay system that reflects Ghana’s economic realities while safeguarding the welfare of workers.

Introduced in 2010, the SSPS was intended to harmonize public sector salaries across various institutions. However, over time, concerns have emerged regarding inequities, wage compression, and misalignments that affect morale and productivity. Labour unions and professional bodies have increasingly called for reforms to address these issues.

“This review is not merely a technical exercise,” the Labour Minister stated. “It is a necessary step to uphold the dignity of public servants, reward performance, and ensure that the government’s wage bill remains sustainable.”

The government assured stakeholders, including organized labour and civil society groups, of broad consultation and inclusive participation throughout the review process. The aim is to deliver a revised salary structure that benefits both employees and the nation’s development goals.
