Hon. Dr. Cassiel Ato Forson, the Minister for Finance, has stated that validators of ghost names will be held accountable.
This statement was made during an interview with Bernard Avle on the Citi Breakfast Show on Friday, July 25, 2025.
Dr. Ato Forson issued a strong caution to individuals across various institutions and sectors—including the Health Sector, Education Sector, and Local Government—who continue to validate the names of people who do not exist. He revealed that the Auditor-General has informed him of approximately 14,000 ghost names on the payroll.
He also highlighted about 53,000 “separated names,” which he explained refer to individuals who may be retired, deceased, or otherwise unqualified to remain on the payroll.
According to the Finance Minister, he is awaiting the final audit report from the Auditor-General for possible further action and sanctions.
“Ghana cannot continue to spend on people who do not exist or do not qualify for such astronomical expenditures year after year. This must stop, and we shall fight it to the letter,” Ato Forson stated.
