Office of the Special Prosecutor (OSP) Probes Sale of Teacher Appointment Letters and Salary Scandals

The Office of the Special Prosecutor (OSP) has begun investigations into what it describes as serious allegations of corruption within the National Commission on Culture. The probe, according to its half-year report for July 2025, centers on the sale of teacher appointment letters and salary irregularities.

The report reveals that certain individuals are suspected of exploiting vulnerable job seekers by allegedly demanding money in exchange for appointment letters into the education sector. Others are being investigated for manipulating salary payments to siphon state funds.

The OSP noted that these practices not only rob the state of critical resources but also undermine the credibility and integrity of Ghana’s public service recruitment system.

Teacher unions and civil society groups have long raised concerns over corruption in recruitment processes, with many young graduates complaining of being forced to pay bribes before securing jobs.

The investigation by the OSP has been welcomed by education stakeholders, who insist that accountability and transparency are urgently needed in teacher recruitment and payroll management.

The OSP has assured the public that it will pursue the matter diligently and hold accountable any persons found culpable. The office further encouraged citizens with credible information to come forward to support the investigations.

This latest probe forms part of the OSP’s wider mandate to clamp down on corruption and safeguard the integrity of Ghana’s public institutions.
