GES IN A DECENTRALIZED EDUCATION SYSTEM

The Education Act (Act 778 of 2008) asked the Minister of Education to take measures for the effective decentralization of Executive responsibility for the Provision and Management of Basic and Second cycle schools to the District Assemblies. [Act 778 (3)] The Minister was further charged to amend Act 506 which establishes the GES to conform to the provisions of Act778 [Act 778 (31) 4].

The GES in a decentralized education is responsible for the co-ordination of approved National Programmes and Policies. Three autonomous bodies; NaCCA, NTC and NIB have been established to be responsible for the Curriculum, the Teachers and Quality assurance respectively.

METROPOLITAN/MUNICIPAL/DISTRICT EDUCATION OVERSIGHT COMMITTEE (MEOC/DEOC)

The GES Council is to appoint in every Metropolis/Municipality/District a MMD Education Oversight Committee.

THE METROPOLITAN/MUNICIPAL/DISTRICT EDUCATION OVERSIGHT COMMITTEE (MMDEOC)

FUNCTIONS

It was established under Education Act 2008 (Act 778)

Among others, MEOC/DEOC’s functions include the following;

  1. Ensuring the good conditions of school buildings and other infrastructural requirements of the schools
  2. Ensuring the provision and monitoring of teachers’ attendance (regularity and punctuality)
  3. Monitoring the proper performance of duties by staff of the schools
  4. Monitoring the moral behaviour of staff, learners and matters relating to general discipline
  5. Handling complaints relating to, or from teachers, non-teaching staff and learners
  6. Ensuring the environmental cleanliness of schools and facilities therein
  7. Ensuring the supply of textbooks and other TLMs to schools
  8. Supervising the Management and maintenance of the Education Management Information System at the MMD level

MEMBERSHIP

  1. Municipal/Metropolitan/District Chief Executive – Chairman
  2. Municipal/Metropolitan/District Director of Education – Secretary
  3. Chairman of the Education Sub-committee at the Assembly
  4. One Representative of the Schools Management Committees (SMCs) in the MMD
  5. One Representative of Private schools
  6. The District Social Welfare Officer
  7. One Representative of the Teacher Unions (on rotational basis)
  8. The District Director of Health Services
  9. Two Representative of the District Assembly, one of whom shall be a woman
  10. One Representative of the Traditional rulers in the MMD
  11. One Representative each of the Christian and Moslem groups (on rotational basis)
  12. One Representative of the Parent/Teacher Associations in the MMD
  13. One woman identified generally with Social development in the MMD

SUB-COMMITTEES OF THE MEOC/DEOC

  1. The Appointment and Promotions sub-committee
  2. The Disciplinary sub-committee
  3. The Administration and Finance sub-committee
  4. The Monitoring and Evaluation sub-committee

Subject to the Education Act, Act 1049, the DEOC shall determine the membership and functions of a sub-committee appointed under this section.

The Director-General or a person authorized by the him (the D-G) shall attend the meetings of the MMD Directorate of Education or a MMDEOC, but is not entitled to vote on a matter for decision by the directorate or Committee.
