The Ashanti Regional Director of Education, Dr. William Kwame Amankra Appiah, has cautioned district, municipal, and metropolitan HR officers in the Ghana Education Service (GES) within the Ashanti region against exploiting teachers during the ongoing assurance, transfer, and release period.
Dr. Amankra gave this advice during a regional engagement session held in Kumasi with all District, Municipal and Metropolitan Human Resource Managers, IPPD Coordinators, and Personnel Officers. The purpose of the meeting was to officially announce the opening of the 2025 GES assurance window and to outline timelines and procedural expectations.

Also present at the session were Mr. Michael Osei Amanfo, Regional Human Resource Manager; Mr. George Akoi Sarpong, Regional Personnel Officer; and Mr. Kwasi Nkansah Boateng, Regional IPPD Coordinator. The meeting was convened to ensure a coordinated and uniform approach to handling internal staff movement processes across the region.
Mr. Osei Amanfo on his part led participants through a detailed step-by-step walkthrough of this year’s procedures, covering all aspects of the assurance, release, and transfer workflow. He emphasised accuracy, transparency, and timely communication in executing their duties.
In addition to the core agenda, participants were also taken through critical HR functions including:
- Accurate data collection for informed decision-making
- Guidelines for assisting teachers with performance appraisals
- Updates on the HRMIS system and what is expected of HR staff at the district and school levels
- Clarifications on management unit realignment issues affecting staffing structure and deployment
