President John Dramani Mahama has called for a major shift in how teachers are recruited in the Ghana Education Service, urging that the process be decentralized to the district level.
President Mahama made this statement when he was speaking at the Presentation of the National Economic Forum Report event on Friday, 6 June 2025. He questioned why recruitment continues to be centralised in Accra when District Education Directorates are better placed to identify staffing needs.
“Why do we sit in Accra and recruit teachers? Vacancies must be declared at the District level. They know how many schools they have and how many teachers they need.”

President Mahama stressed that decentralising teacher recruitment would not only streamline the process, but also enhance transparency, reduce payroll fraud, and improve educational outcomes, particularly in underserved communities.
He argued that District Directors of Education should be empowered to advertise vacancies and receive applications directly, allowing for faster and more accurate teacher placements. This would also help curb the long-standing issue of “ghost names” on the payroll, which continues to drain public resources.
