Alban Sumana Kingsford Bagbin, the Speaker of the Ghanaian Parliament, has announced the indefinite adjournment of Parliamentary Business.
This decision, referred to as Sine Die (adjournment without a set date), was made on Tuesday, October 22, 2024, following the Speaker’s declaration of four vacant parliamentary seats and a ruling by the Supreme Court concerning the Speaker’s earlier decision.
Rt. Hon. Bagbin emphasized that for Parliament to make decisions, at least half of the total Members of Parliament (137.5 MPs) must be present, in accordance with the constitution. However, these numbers were not met, making it impossible for parliamentary proceedings to continue effectively. The absence of the required quorum led to the Speaker’s decision to adjourn all business indefinitely.
The Speaker further explained that he had consulted legal experts and parliamentary experts before making this significant move. He also highlighted that the adjournment was in full compliance with both the constitution of Ghana and the Standing Orders of Parliament. As such, all parliamentary proceedings will remain suspended until further notice.
In conclusion, Rt. Hon. Bagbin reaffirmed that his decision was based on legal guidance and the principles governing parliamentary procedures, stressing that the indefinite adjournment was the most prudent course of action given the current circumstances.
