Introduction
Team ORAL tasked with investigating cases of State Capture under President Mahama’s preparatory framework has conducted field assessments across key sites in Accra. The exercise aims to validate public petitions, compile data, and address contentious land and property issues. Locations inspected include the Dubois Centre, Agric Mechanization lands, La Trade Fair, Labadi Beach Hotel’s beachfront, the demolished Bulgarian Embassy, and encroached lands belonging to the Northern Development Authority (NDA).
Key Findings and Simplified Explanations
1. Dubois Centre – A Turf War Unveiled
At the Dubois Centre, tensions flared between Ministry of Tourism staff and a private company claiming to have been contracted by the previous government. Ministry staff reported locked offices and death threats, prompting Team ORAL to call in National Security to restore calm and ensure safety. A conflict over who controls the Dubois Centre erupted, with staff alleging threats and offices being locked and National Security had to step in to maintain peace.
2. Agric Mechanization Lands – Securing Public Land
The team visited lands meant for agricultural mechanization in Cantonments where politically connected individuals had allegedly evicted Ministry staff, rezoned the land, and attempted to take it over without parliamentary approval. Fortunately, the military intervened to stop the illegal appropriation. Politicians linked to the past government tried to seize public land unlawfully but the military stopped them.
3. Northern Development Authority (NDA) Lands – Dubious Land Grab Attempts
At the NDA offices, the team discovered that anonymous individuals had erected walls to claim significant portions of NDA lands under questionable circumstances. National Security has been notified to prevent further encroachment. Unknown people built walls to grab NDA land illegally. National Security has been asked to protect the land.
4. Demolished Bulgarian Embassy – A Diplomatic Concern
During a visit to the demolished Bulgarian Embassy, Team ORAL assured officials that their findings would be documented thoroughly to guide action by President Mahama’s administration.
